The problem there is that the wizard sets up the environment that the shell then runs in (mostly language). But it's not just the shell, it's all services (indicators, scopes etc.), we'd need to restart them anyway after language is changed, because switching languages live is significant effort for very small return. We probably just need to look at why unity8 takes so long to start and see what we can improve.
