Updated with proposed binutils in 16.04 and now software behaves
uniformly regardless of whether it was built on 14.04 or 16.04.

Bug description:
  Moved to Ubuntu 16.04 from Ubuntu 14.04 and was doing some Test Driven
  Development where we began to override the "time" system call from
  glibc. Failed on Ubuntu 16.04 and I filed a report with the binutils
  Bugzilla.

  (Turns out it was not dynamic linking that was the problem but GNU ld
  itself at link-time.)

  They have since developed a patch and I want to get this into the
  binutils 1.26 line that is maintained for 16.04 so we can continue to
  properly develop software on this distribution.
