Bug description:
Just saw this occur, but then problem seems to have gone away.
I had multiple windows open on unity8 desktop session, non full screen
- using my laptops cursor/mouse I attempted to toggle between windows
by selecting their surface.
It didn't matter which app, for some time, it required 2 clicks to
change focus/topmost app.
