Public bug reported:

When only the netmask (or anything besides the ip address) is changed,
the client won't apply those changes.

According to this redhat bug report
(https://bugzilla.redhat.com/show_bug.cgi?id=173619) the problem is
within the dhclient-script.

I found this problem in the following versions (Ubuntu Server):

Description:    Ubuntu 16.04 LTS
Release:        16.04
isc-dhcp-client: 4.3.3-5ubuntu12

and

Description:    Ubuntu 14.04.4 LTS
Release:        14.04
isc-dhcp-client: 4.2.4-7ubuntu12.4
