We are supposed to show background wallpapers cropped and centered on a
user-selectable part of the image (though by default, we should show the
middle of the image, as we do now).

I imagine this would involve a new AccountsService property that gets
updated in sync with BackgroundFile, though this new property would be
on a custom interface instead of on the standard
org.freedesktop.Accounts.User interface.
