Was that page opened in a new tab when you tapped on a link on another
page? If so, that’s bug #1582060. Please confirm so that we can mark
this bug a duplicate (or not).

Regarding the contextual actions that disappear after tapping "Select
All": that’s the expected behaviour: just tap the blue selection again
to have them re-appear.

Bug description:
  Sometimes a text field fails to invoke the OSK in the browser.

  Like this one.. Click in the box, you will get the blue insertion point, but

  Also you will find that after 'select all' all the text is highlight
  blue, but there is no floating menu from which to cut itvto the
  clipboard.
