This message, from the browser log, is relevant:

qml: [JS] (:0) getCurrentPosition() and watchPosition() are deprecated
on insecure origins. To use this feature, you should consider switching
your application to a secure origin, such as HTTPS. See
https://goo.gl/rStTGz for more details.

This is enforced by chromium: websites and webapps that want to access
the device’s location will need to do so over HTTPS.

Title:
Applications with permission for location claim they don't

Status in webbrowser-app package in Ubuntu:
  Invalid

Bug description:
  OTA11 - same problem on BQ4.5phone & M10 tablet.

Hurray! Location works on the tablet at last.. HERE maps can get a
  position.

But I can't use the location in the browser or a browser-like web
app.. It used to work on the phone in OTA10.1
