Bug description:
Test case.
- Switch to desktop mode.
- Open webbrowser app.
- Move the mouse to the address bar.
Expected result.
- Entering a text field, the mouse changes to "finger" pointer.
Actual result.
- Mouse icon remains.
Mouse icon changes when going over a link with latest rc-proposed.
Setting the mouse icon was enabled in Unity8 in this silo
