This is reported against an old version of Ubuntu and many things has
changed since then. Because of that we won't fix this issue however if
this behavior repeats on a modern version please fill a bug report
against it and we will take it from there.

Title:
  bluetooth daemon not started

Status in bluez package in Ubuntu:
  Invalid

Bug description:
  bluetooth service is not present after a boot sequence on a freeshly
  installed kubuntu 11.04

  sudo /etc/init.d/bluetooth start
  solve this but 
  sudo update-rc.d bluetooth defaults
   System start/stop links for /etc/init.d/bluetooth already exist.

  So it seems that  some hardware "delay" the initialitation of bluetooth 
interface,
  so when bluetooth is started, it detects no interfaces and quits.
