So and here is the Fix for the non German speaking People. It turn out that the Problem itself is not NTP.
In my Case it depends on a DualBoot wit Windows 7, After making a change to /etc/default/rcS and adding these lines # UTC disable UTC=no The Problem didt not came Back. My System-Time was always set back to UTC Time and while i Life in Germany the NTP try always to Correct it, After adding the above lines to the above file the System was set to use Local BIOS time and dont have to always check the Servers to Correct it. So hope i may help you with this. I reinstall a fresh Ubuntu and after updating the dist the problem still comes back! Please check this and fix it.
