Bug description:
  Clients don't receive motion/hover mouse events.

  Trying these demos under unity8:

     mir_demo_client_target -n--desktop_file_hint=unity8
     mir_demo_client_eglsquare -n -- --desktop_file_hint=unity8

  They kind of work, but they don't sense the mouse pointer moving over
  them like they do in the Mir demo servers. At least not till you hold
  a mouse button down.
