Title:
  time synchronizes even when config is set to manual

Status in ntp package in Ubuntu:
  Confirmed

Bug description:
  Binary package hint: ntpdate

  occurs in karmic, lucid (alpha3, beta1)
  i wanted to set my clock 2 hours forward. i went to 
system->administration->time and date, changed the time, and set the 
configuration field (the one about whether to sync with internet) to manual. 
after i rebooted, the time was as before i changed it. workaround is to 
uninstall ntpdate.
