I have the same (or very similar) problem on a fresh 16.04 install (same problem on 15.10 upgraded to 16.04, but I reinstalled to be sure).

Interestingly, sometimes I get a partially rendered desktop - however, I cannot get the launcher to work, switching windows doesn't work, and in general interacting with it is impossible.
