Steps to reproduce: Install an app that will add a new department to the list of installed apps. I installed 2ubuntu. Go back to the home. Select the newly added department. In my case, Books & Comics. Long press on the newly installed app. Uninstall it. The dash is refreshed and the app disappears, but the empty department remains selected. See the attachment. I think that if the dash is refreshed and the selected department is empty, we should be back to All the apps.
