For the record, this is still working fine for me on mako and the emulator. Barry confirmed that calling timedatectl works, but he called it as root. So for someone who can reproduce this: Please try calling timedatectl as user phablet (in phablet-shell) and see whether that works. If that's working, but the UI isn't working, it's clearly an UI problem; if timedatectl succeeds as root/with sudo but fails as phablet, it's probably bug 1365886 (polkit issue). If it fails as user and root, then something in the krillin partitioning layout might be different and breaking the /etc/writable-files/ bits. But that's unlikely as it's obviously working sometimes/for other people, so it smells a lot more like a race condition.
