Bug description:
See attached crash
STEPS:
1. Install ubuntu-emulator
2. sudo ubuntu-emulator create --channel ubuntu-touch/rc-proposed/ubuntu
rc-test
3. ubuntu-emulator run rc-test
4. Doesn't complete the welcome wizard
5. Also says there is no sim and no network available so that might be part
of the casue
