If I remove all sections but one in the tree and in the configuration file (apt-ftparchive.conf" here), the apt-ftparchive-generated Packages contains the exact number of packages. I won't check whether there is a lower number of sections which triggers that issue (<8) or not, but it's fair to say it has been localized.
