Bug description:
* Go to systems settings -> Security and privacy
* Turn off "Stats on welcome screen"
* lock the phone
Actual outcome:
* Infographics is still around, displaying "No data sources available"
Expected outcome:
* Infographics shouldn't be displayed when there's no data anyways
This bug might be masked by bug 1359022, where "No data sources
available" is shown even when there are.
Fixing this bug might fix bug 1286276 too.
