The indicator can be the proxy but it really needs to manage this in pulse and not in a separate gschema setting. Currently we have two competing volume levels, one is adjusted in the app slider the other while the alarm is sounding.

As the app provides an specific volume slider just for alarms, it needs to be changed to use this pulseaudio dbus api in order to change the volume just for the 'alarm' role.
