This happens in 16.04 LTS dailyimage (2016-02-08).
/etc/modules is copied from 14.04 LTS (and works there).
My /etc/modules:

It looks like ifb numifbs=4 is ignored, when I remove numifbs=4 then all is OK,
module is loaded with default 2 devices. When I type modprobe ifb numifbs=4
from console all is OK, module is loaded.
