Public bug reported:

using the guide
https://wiki.ubuntu.com/Touch/Testing/PhoneAndMessagingSimulation

1. find a good spot on how to make sure prox sensor is covered
2. make sure device is idle and screen is blanked
3. cover proximity sensor in anticipation, then make call
4. screen remains blank due to prox, keep it covered, hit power button

expected: rejects call
actual: unblanks screen, call continues

based on design spec:
Incoming call handling for lock screen
In all cases, a power button press can reject an incoming call or end an active
call
