invalid route metric for WAN connection

Bug description:
network-manager sets route metric to 0 for rmnet_usb0 on nexus 4.
the problem can be fixed with restarting network-manager which sets metric to
13.
expected bahavior is that network-manager doesn't need a restart after every
reboot.
