This is related to bug #1517597, as long as the emulator exposes a mouse, we treat it as one, and by default switch to windowed mode. If it exposed a touch device, we would not switch.
We're still working out what would be triggers for switching to windowed mode, maybe screen size needs to be factored in, not only input devices.
