I downgraded to image 88 from the same channel and confirmed the header navigation is fine. So this is definitely a regression between image 88 and image 89

In ubuntu-system- settings, none of the pages have a back button in the header which breaks navigation. There seems to be other header issues, like some of the panels have text that scrolls over top of the header.
