Pagination of embedded objects isn't (yet?) supported, so this option isn't available via the `/api/v1/departments` endpoint. I'll need to look into adding those links to handle pagination of the embedded objects - it's essentially a collection of packages embedded in a single department item, so I'll read up on best practices for handling that.
