Bug description:
The testers would like a stronger visual hint or to be introduced to
the bottom tab function in the first time tutorial

This is not a dialer issue but more of how the bottom edge hint
behaves across all apps. An empty screen state could solve the problem
but potentially the SDK component will have to be updated with
additional visual design.

We are currently implementing the Edge Education desing that will
include in-app bottom edge hints for the following apps: Dialer,
Contacts, Clock, Messaging and Calculator. This can be tested in silo
33. Eventually, this overlay will become part of the sdk toolkit as an
'instructional overlay' component and will be available for 3rd party
