I noticed when removing some pages from top sites that an unlimited supply kept the total at 10, but many of these were pages I visited once and would never use again. It does seem on first use you would want to show some number of pages even if they are only viewed once, but once the user establishes which pages they view multiple times those should allow us to ignore single visits. Firefox doesn't start to show "tiles" for most visited sites for 30 days acc to https://blog.mozilla.org/advancingcontent/2014/02/13/more-details-on- directory-tiles/ I was removing sites that did not have thumbnails , unfortunately I thin this means they will ever again show up in the top sites. Not sure if permanent removal is what is desired, I can see it either way.
