Not possible to set this rule anywhere?

Ofono supports requesting a delivery report with a third option on the
SendMessage method. When the report is received an
IncomingStatusReport signal is provided.
A setting in messaging app could be added to enable this.
It seems not all carriers support this feature.

This is planned to be a part of the app settings in the messaging app.
