For example, the browser app will now support downloading files directly in the app. If the browser is killed during the download, when it is relaunched it needs to query u-d-m to determine if there are any outstanding downloads in progress that it initiated such that it can report them correctly on it's downloads page. System Settings will need the same mechansim.
