Apparently you uninstalled the apport package? That's what provides
ubuntu-bug, and it's installed by default in Xubuntu.

Fresh installed Xubuntu 15.10 beta (64 Bit).
- Firefox crashed, so i wanted to open up a bug report
- "sudo ubuntu-bug firefox" came up with an error
-- i checked against the host
--> ubuntu-bug missing
