How about showing the option only if the device is in developer mode? I'd like to think it's mainly relevant for unstable images or development in general.

Restart should be added back to the power off dialog box. Note: Not sure why this change was made, it was not a design request ----------------------- Desired resolution: - revert this change to add the restart option back to the power off dialogue - Note that when the phone is more stable we will eventually want to remove this option, however for now it should stay.
