It must have just been a failed upgrade, because I did a clean slate
install of 15.10 beta2 and now the boot time is identical as it was in
15.04, (20 seconds.)

Bug description:
I'm attaching a bootchart. I'm not sure if the initrd time is included in
this too? Because that could be the source of the additional time. But
subjectively it feels about twice as long to boot as 15.04 on the same system.
This is an upgrade from 15.04 to 15.10.
