Ubuntu Store "All Departments" not localized

Bug description:
"All Departments" string is not localized following these steps:
Test case.
- Switch Ubuntu Touch to Spanish.
- Open Applications.
- Select Travel & Local.
- Click Ubuntu Store to see more.
Expected result.
- Filter must say "Todos los departamentos".
Actual result.
- "All Departments" actually shows.
Going directly through Applications > Click Ubuntu Store doesn't
reproduce the error.
"All Departments" with upper 'D' appears unmarked for localization in
scope/clickstore/store-query.cpp:
461: auto root = std::make_shared<click::Department>("", "All
Departments", "", true);
