Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete. I've tested slapd from trusty-updates and it does appear to install correctly. It looks like you have modified your slapd configuration, so perhaps slapd now needs to be started differently in order to match your changes?
