I guess this bug is not only related with indicator-network. but also with system-settings and more. I don't know.
I missed it too when first connecting the device to home's WLAN. Since I usually don't turn on DHCP service, being unable to establish an static IP configuration was an inconvenience, only solved by activating DHCP (against my will) with an unique IP on the pool. I know that the great majority of WiFi networks use DHCP but taking it for granted from the connecting device is not always a right assumption since there are weird people like me who wants an all-static IP configuration for the network. Sure you can do it from terminal, but I think it's not a good user experience on such a basic topic. I've seen some designs (https://wiki.ubuntu.com/Networking) that indicates that it will be possible at some point in future time. I think it is important that you can set a static ip configuration only with the touch gui. When you have connected to a WLAN you can look at the connection details and most of the screen is blank. I think this is a good place for an ip settings menu.
