Normally the cups webinterface is not needed since Ubuntu uses system-config-printer (run it from a terminal) for automatic printer driver setup, does it work to add you printer manually there? If not please provide the information from step 3. Also provide the missing information from step 1, especially your lpinfo -v output to see how CUPS detects your printer.
