System settings shown when opening Online Accounts
Status in “unity-scope-click” package in Ubuntu:

Bug description:
When the user tries to install some application but there are no
credentials, the click scope is launching the Online Accounts panel
via this url: settings:///system/online-accounts
What happens:
- the system settings app is shown for a few seconds, then it's replaced with
the Online Accounts app.
What should happen:
- the Online Accounts app should be the only one shown
