Public bug reported: There is an actively maintained NetworkManager L2TP VPN plugin, available as an Ubuntu package here: https://launchpad.net/~seriy- pr/+archive/ubuntu/network-manager-l2tp. Hopefully it will be a part of Ubuntu soon.
