Steps to repro:
1. `initctl stop unity8` as phablet on the phone
2. wait 15s
3. `initctl start unity8`
Expected results:
1. unity8 closes, spinner is shown
3. unity8 is shown
Current results:
1,2. last frame from unity8 visible
3. spinner shows for 2s or so and unity8 is shown
