Just confirmed this is fixed on r133. It doesn't vibrate only when muted, but that doesn't affect the status of this bug I don't think.

Instead, the default should be vibrate (with optional silent). This is a pretty major usability issue since I might be in situations (eg, a movie, business meeting, church, school assembly, etc) where I don't want the phone to ring, but I do want to be alerted that I received a call).
