Could you try this with NetworkManager running in debug mode? It would be useful to have all the logs from NetworkManager.
To do this, you can edit /etc/init/network-manager.conf; to add --log- level=debug to the Exec line. The logs will be in /var/log/syslog. ** Changed in: network-manager (Ubuntu) Status: New => Incomplete -- You received this bug notification because you are a member of Ubuntu Touch seeded packages, which is subscribed to network-manager in Ubuntu. https://bugs.launchpad.net/bugs/1341682 Title: Does not refresh the list of contexts from ofono when a new context is added Status in “network-manager” package in Ubuntu: Incomplete Bug description: Add a context via the command line scripts or via the QML api.
