The build of Tor Browser for all platforms is done by cross-compilation from Linux x86_64 containers. So this won't work on an ARM machine. Building Tor Browser for Linux ARM is not currently supported. However someone is working on it: https://trac.torproject.org/projects/tor/ticket/12631
