It's been a while since I looked at that Bitcoin Core feature, but I'm pretty sure it only creates a .onion when it detects that Tor is already running when Bitcoin Core boots. So I think it's unlikely to generate even close to as many new .onion hosts as we're seeing now. A botnet seems more likely to me. Of course, I have no actual data to back up my guess.
