ML needs to either add the blank line before the footer, or lose the footer.

tor-talk messages trigger BODY_URI_ONLY (+1.0) in SpamAssassin when
somebody writes a message with only one paragraph, without the trailing
blank line. The footer that ML attaches has no blank lines and URI in
it, and SpamAssassin thinks the message and the footer are all one
paragraph, and the message is likely a spam for whatever reason.
