As with dirauths, the effort is distributed and not necessarily a function of the tor project proper. Users report them when found, others search for them via exitmap, some create and use their own methods. Eventually they're validated / rejected up to the dirauths. If you've found suspected bad relays, report them to bad-rel...@lists.torproject.org. Same for any ideas or tools you might be working on and like to share.
