The quote conveys the idea that the quality of leadership is more important 
than the strength or courage of individual followers.

In the context of the quote, an army of lions, which are typically seen as 
powerful and fierce animals, led by a sheep, which is perceived as meek and 
timid, would likely not be very effective because the strong individuals are 
being directed by a  WEAK leader. Conversely, an army of sheep, which are 
typically seen as docile and vulnerable animals, led by a lion, a symbol of 
strength and courage, could be a formidable force because the strong leader is 
guiding and directing the weaker individuals.
Therefore, the quote suggests that the effectiveness and success of a group or 
organization often depend more on the quality of leadership rather than the 
abilities or characteristics of the followers. A strong, capable leader can 
inspire and guide others to achieve great things, regardless of their 
individual strengths or weaknesses.
Examples:
   
   - GAIUS JULIUS CAESAR was a lion-like general.The battle of Alesia, where he 
defeated a united—and huge—army of Gauls, led by an equally charismatic leader, 
Vercingetorix by his brilliant strategies and tactics. 
   - HITLER was a not a good man. However, he was an incredible, charismatic 
leader who knew how to identify the manpower he marshalled to his cause. Nazi 
soldiers were not necessarily bad men. But they did what they were told to do. 
Either they actually admired their führer and believed in his particular belief 
system, which included the idea that the Germanic or Aryan race was superior; 
or they did what they were told because they were afraid to do otherwise in the 
pervasive culture in which they found themselves. Hitler’s army were 
sheep-like, yet they were a formidable enemy.   

   - FRANKLIN DELANO ROOSEVELTinspired American soldiers about their own role 
as protector of their European allies and the rightness of their cause to 
defeat Hitler, and Emporer Hirohito, as well. There were many U.S. generals, 
colonels, etc. in WW2 who led their men like a lion, as well.
   IF one has have a strong leader then  will have a strong army. So if the 
army is lead by sheep, sheep are timid and afraid. Therefore, they lack the 
authority to be good leaders! Now on the other case, lions are a dominant force 
that show no fear. They make good leaders because c they have no fear. So in 
turn, they would instill this in the sheep…their army, not to be afraid!!
       It means no matter how good the men are if the leader is weak they will 
fail..and in reverse a good leader can take weak men and lead them to victory.

                     The sheep is an animal that lives life as a reaction to 
stimuli. They’re programming is to survive, and seek gratification. Hungry, 
they eat. Thirsty, they drink. Horny, they fornicate. When threatened they run. 
Everything about them is highly predictable. They will also blindly follow 
another sheep without any understanding of the other sheep, or situational 
awareness. Sheep are victims of their own circumstances, which they feel 
powerless to change.

The lion is very different. A lion doesn’t just react. The lion has another 
step between stimuli and reaction. This step is the variable determined by 
experience and logic, which is how the lion chooses how it will react. This 
allows them to determine the best positioning for the kill, by analyzing the 
environment, behaviour of the prey, and use both to force the sheep into a 
circumstance where they can make the kill.
Essentially, the opinion of the sheep is worthless to the lion because the 
sheep lacks relevant perspective, as well as the understanding of how to 
determine ones circumstances by determining their
