That 0.12 is the "API version": it'll only change if there are incompatible
changes to telepathy-glib's introspection data. (0.12 was the first stable
branch of telepathy-glib to have introspection support.)
If you find functions that are missing annotations, please open a bug.
Note that large parts of the API are currently skipped, either because they
haven't been checked and annotated yet or because the C API can't be described
by gobject-introspection; in particular, you can't implement a connection
manager using g-i yet.
