However, that's an API to block individual "bad" contacts. Setting a general
policy for "everyone not on your contact list" is a different draft,

which one you want.
I want to fix this in the way the devs like. I personally prefer this

which requires CommunicationPolicy AFAIU.
But it's up to devs to decide. So I'd like to know their opinion before
implementing anything.
Regarding CommunicationPolicy.DRAFT
Am I right that it blocks incoming messages on the server side and there
is no way to ask a blocked client a question?
In this case this API is not suitable for the solution I propose. We
need one more Access_Control_Type at least.
(Depending on the protocol, it might be the case that only one of those two
possibilities can ever be supported; I believe XMPP and MSN are examples of
protocols where either or both can happen.)
