PA could have a plugin to route them (just like the one that mutes other audio sources when you start you phone call). As in, prefer the plugged in headset over the internal audio devices for phone streams. But even in that case Empathy needs some UI furniture. At least for showing the user where their audio went, but also to be able to switch from say headset to speakerphone.
