I want to know after capturing packets from adevice and filtering them ,I want to stop sending them to the network so how can I do it .
You can't with tcpdump, and you can't with pcap.
You should investigate the firewall options available on your operating system (which, by the way, you haven't told us).
This is, I'd say, offtopic for this list. Consult with the local Users' Group for your OS.
